Elliot and HeiHei have been friends for a while and they trusted each other so they decided they should campaign against Dopey, he was likable and a big threat in the game and they knew they could hopefully get some people on their side to vote with them. Dopey and Sven have also been close allies and they wanted to target HeiHei, who hasnt really done much but the quiet types are the ones to watch out for. They went first to Riley and told her the plan to flip and then they started to work on Penny.
