Just right outside of my top three is Shelly, the last of the two Team Aqua Admins on this list. Shelly probably has my most favorite character design from all the Hoenn Admins, and honestly close to being my favorite character design from all the evil team admins, but there is a couple other admin designs that I love more than Shelly, which will talk about at a later point. Shelly has basically the same teams throughout her appearances in Sapphire, Emerald & Alpha Sapphire, where the first battle she will use Carvanha & Mightyena. The second battle her team remains the same in Sapphire & Emerald, with her having a Sharpedo & Mightyena, but in Alpha Sapphire second battle she uses Grimer & Carvanha. Then Alpha Sapphire you will also fight her a third time where she just uses a Sharpedo, which does not mega evolve, so not all that challenging, but definitely a bit tougher than the Magma Admin fights across the Hoenn games. Now, I did heavily debate putting Shelly in my top 3 over a different admin, but I just could not bring myself to rank any of the three admins left lower than at least third place, so there was no other choice but to rank out Shelly for fourth.
